What Is Assessed
CEL uses the same four-component model as all LII levels. Each component has a fixed weighting. No component can be waived. No score compensates for another. At CEL, the evidence threshold is higher: assessors look for formal accountability, not just contribution.
Capability Evidence Portfolio
40%The primary evidence component. At CEL, the portfolio must demonstrate formal team leadership — not peer influence or contribution. Evidence must show the candidate held defined accountability and produced measurable team outcomes as a direct result of their leadership decisions.
- Documented evidence of leading a defined team with direct reports
- Team performance data showing outcomes attributable to candidate's leadership
- Evidence of one completed team project with pre/post performance indicators
Professional Practice Review
20%A structured review of the candidate's professional practice, including how they model behaviour, develop team members, and manage their own wellbeing and resilience under the pressures of formal leadership responsibility.
- 360° feedback from at least one direct report and one line manager
- Development log covering minimum 12 months in current role
- Reflective account of resilience management in high-pressure situations
Strategic Project
20%A structured account of a defined leadership initiative the candidate planned, executed, and evaluated. At CEL, this project must demonstrate purposeful team leadership — not task management — and include clear evidence of outcome measurement.

- Documented team engagement and candidate's direct leadership contribution
- Post-initiative outcome measurement with verifiable data
Panel Assessment
20%A structured conversation with two independent LII assessors. The panel tests the candidate's ability to articulate their leadership philosophy, defend their evidence, and reflect critically on their development as a formal leader — not to rehearse a script.
- Exploration of candidate's emerging leadership philosophy and values
- Critical discussion of evidence presented in portfolio and project
- Reflective questioning on team outcomes and candidate's causal role
Capability Standards
CEL candidates are assessed against four capability domains. Each domain has specific descriptors that define what verified performance looks like at this level.
Formal Team Accountability
The candidate holds defined accountability for the performance of a specific team. At CEL, this is not advisory influence — it is formal responsibility. Evidence must demonstrate the candidate was the accountable leader, not a contributor to someone else's team.
- Minimum 12 months in a role with at least one direct report
- Accountability for team task delivery (not just personal contribution)
- Verifiable record of decisions made in the team leadership role
Personal Resilience Management
Formal leadership generates pressure — from above, from within, and from those the candidate leads. This domain assesses whether the candidate has developed deliberate strategies for managing their own resilience and maintaining effective leadership performance under sustained pressure.
- Documented strategies for maintaining leadership effectiveness under pressure
- Reflective account of a high-pressure period and how it was managed
- Evidence that self-management did not compromise team performance
Team Outcome Measurement
LII certifies impact, not activity. This domain assesses whether the candidate can identify, measure, and articulate the specific outcomes their team achieved — and demonstrate causal connection between their leadership and those results.
- At least one team project with defined pre/post performance indicators
- Quantitative or qualitative evidence of measurable team outcomes
- Clear articulation of the candidate's causal leadership contribution
Leadership Philosophy Development
CEL is not just a record of what a leader did — it is a marker of who they are becoming as a leader. This domain assesses whether the candidate has begun to articulate a coherent leadership philosophy grounded in their own values and verified through their practice.
- A personal leadership development log spanning the evidence period
- Articulation of emerging leadership values, with examples from practice
- Reflection on how leadership values informed specific decisions
Who This Level Is For
CEL is designed for leaders who have moved beyond peer influence into formal accountability. It is not a training programme — it is a certification of leadership that is already happening.
You are ready for CEL if you:
- Hold formal accountability for at least one direct report
- Have been in a formal team leadership role for 12+ months
- Can point to at least one team project with measurable outcomes
- Can obtain 360° feedback from a direct report and your line manager
- Have 3+ years of total leadership-relevant experience
- Already hold CLP or can demonstrate equivalent entry-level capability
Consider CLP first if you:
- Influence others but do not formally manage any direct reports
- Have fewer than 2 years of total leadership experience
- Cannot provide verifiable evidence of team-level outcomes
- Have recently stepped into your first management role

The Assessment Process
Five structured stages from application to verified certification. No exam. No coursework. Evidence-only.

Apply & Level Confirmation
Submit your application via the LII online portal. An assessor reviews your stated experience against the CEL threshold requirements. You receive confirmation of the appropriate level within five working days. There is no charge at this stage.

Foundation Benchmarking Assessment
A structured baseline conversation with an LII assessor. This is not a test — it establishes the scope of your evidence, identifies the strongest examples from your practice, and confirms your readiness to proceed. It takes approximately 60 minutes and is conducted remotely.

Portfolio & Evidence Build
You compile your Capability Evidence Portfolio, complete your development log, gather your 360° feedback from a direct report and your line manager, and document your team project with pre/post outcome data. LII provides a structured template and guidance throughout. Most candidates complete this stage in 8–10 weeks.

Independent Assessment & Panel
Two independent LII assessors review your complete submission against the CEL rubric. They then conduct a structured panel conversation — typically 45–60 minutes — to explore your evidence, test your leadership philosophy, and assess your ability to reflect critically on your own practice.

Certified & Verifiable
Successful candidates receive CEL certification, issued via LII Digital Passport — a W3C Verifiable Credential independently verifiable at verify.lii.institute. Certification includes recognised ALII Associate membership status.
