Why LII Was Created
Dr Degazon holds an EdD in Teacher Education (Vocational) and an MBA in Educational Management, and has spent his career at the intersection of national qualifications policy, workforce transformation, and independent assessment governance. As Regional Manager for City & Guilds across MENA and Europe, he has shaped national TVET strategy, directed competency framework design for government ministries and regulators, and overseen assessment quality systems spanning more than 60,000 learners and 450 training centres across sectors ranging from engineering and aerospace to hospitality, retail and the military.
His work across the UAE, Saudi Arabia, Qatar, Jordan, and Morocco — engaging public agencies, international bodies including the UK's FCDO, and the private sector — produced a consistent observation: organisations invest heavily in developing leaders, but almost none have a mechanism to independently verify the capability that investment is supposed to produce. The founding question behind Leadership Impact Institute is deceptively straightforward: "What changed because of your leadership?"
The professions that depend on public trust — medicine, law, engineering, finance — resolved this problem decades ago through independent certification bodies: organisations with no commercial interest in training delivery, whose only function is to verify that a practitioner meets a defined standard. Leadership has not had an equivalent structure. Certificates confirm attendance. Qualifications confirm course completion. Neither confirms independent, evidence-based assessment of whether that person leads well — and whether their leadership produces measurable organisational change. LII was designed to provide that missing infrastructure.
