Strategic Leader Certification
CSL —
Certified Strategic Leader
Practitioner → Emerging → Team → Operational → Strategic → Executive
For leaders with senior accountability who set strategic direction, communicate it across the organisation, and sustain it through transformational change. CSL confirms the ability to lead at organisational scale.
- Evidence Recency
- Within 60 months
What Is Assessed
CSL uses the same four-component model as all LII levels. At CSL, the evidence standard shifts from operational breadth to strategic depth: strategy authorship, transformational change delivery, and post-implementation sustainability. Board-adjacent feedback is a mandatory requirement.
Capability Evidence Portfolio
40%The CSL portfolio must demonstrate senior leadership with strategic accountability — not operational excellence broadened with strategic language. Evidence must include strategy authorship, cross-organisational communication of direction, and a transformational change initiative with post-implementation data.
- Evidence of senior leadership with strategic accountability (not operational reporting)
- Strategy authorship: documented contribution to setting organisational or divisional direction
- Transformational change initiative with post-implementation performance data (6+ months)
Professional Practice Review
20%At CSL, the practice review examines how the candidate operates in board-adjacent environments — influencing governance, shaping culture, and managing the complexity of organisational change. Feedback must come from people who have observed the candidate in genuinely strategic leadership contexts.
- Board-adjacent feedback: from CEO, MD, Chair, or equivalent senior stakeholder
- Reflective account of navigating strategic ambiguity or board-level challenge
- Evidence of how the candidate shaped organisational culture, not just operational practice
Strategic Project
20%The CSL strategic project must be a genuine transformational change initiative — not a process improvement dressed in strategic language. The account must demonstrate the full arc of strategic leadership: from directional diagnosis through execution to sustained post-implementation impact.
- Transformational scope: changed how the organisation operates, not just what one area does
- Documented candidate leadership from conception through to sustained implementation
- Post-implementation data from at least 6 months after completion, showing sustained impact
Panel Assessment
20%The CSL panel is conducted by two senior LII assessors and examines strategic leadership thinking at its most rigorous. Assessors test how the candidate diagnoses strategic challenge, communicates direction under uncertainty, and sustains culture through complexity. This is a peer-level intellectual exchange, not a competency interview.
- Deep interrogation of the transformational change initiative and the candidate's strategic thinking
- Challenge on strategy authorship — how direction was set and communicated
- Exploration of the candidate's leadership philosophy at the strategic level
Capability Standards
CSL candidates are assessed against four capability domains that define what CSL-level strategic leadership looks like in verified practice at organisational scale.
Leadership Self
Whether you exercise the highest level of formal authority short of CXL — governance, resource and risk stewardship at whole-organisation scale — honestly and transparently.
- Evidence of transparent governance, resource, and risk stewardship at whole-organisation scale
Team Contribution
Whether you build succession and leadership-system capability across the whole organisation or major institutional unit — not just within your own function.
- Evidence of building succession and leadership-system capability across the whole organisation or a major institutional unit
Communication & Influence
The constitutional core of CSL. Two things, assessed independently: whether you set, communicate and sustain organisational purpose and strategic direction — and separately, whether you engage the complex stakeholder environment around a whole organisation. Strength in one does not make up for weakness in the other.
- Documented evidence of leading or co-authoring a strategic plan or direction-setting process
- Evidence of how strategy was communicated across the organisation and received
- Stakeholder evidence confirming the candidate's strategic contribution
- Feedback from a CEO, MD, Chair, or equivalent — attesting to strategic leadership credibility
- Evidence of presenting strategic proposals at board or equivalent governance level
- Documented instances of upward strategic influence that shaped governance decisions
Personal Impact & Development
Whether you lead organisation-wide change and transformation that you yourself initiate and own — not change you are executing on someone else's instruction.
- Evidence of deliberate culture-shaping activity with verifiable organisational response
- Documentation of how culture was maintained through transformational change pressure
- Board-adjacent or senior stakeholder confirmation of the candidate's cultural leadership
Who This Level Is For
CSL is for leaders who have moved beyond operational excellence into genuine strategic accountability. They set direction — not just execute it. They author strategy — not just implement it. And they can prove it with evidence that spans years, not episodes.
You are ready for CSL if you:
- Hold senior leadership accountability with genuine strategic responsibility
- Have authored or co-authored organisational or divisional strategy
- Have led a transformational change initiative with 6+ months post-implementation data
- Can obtain feedback from a CEO, MD, Chair, or equivalent governance stakeholder
- Have operated in board-adjacent environments with strategic accountability
Consider COL first if you:
- Lead operationally but do not hold strategic direction-setting accountability
- Have implemented strategy but not authored it
- Cannot provide post-implementation evidence spanning 6+ months for a transformational initiative
- Cannot access board-adjacent or CEO-level feedback

The Assessment Process
Five structured stages leading to CSL certification. No exam. No coursework. Evidence of genuine strategic leadership only.
-
Apply & Level Confirmation
Submit your application via the LII online portal. A senior assessor reviews your strategic accountability and stated transformational change evidence against CSL threshold requirements. Confirmation within five working days. No charge at this stage.
-
Foundation Benchmarking Assessment
A structured baseline conversation — approximately 90 minutes — scoping your evidence across all four strategic domains, identifying the strongest strategy authorship and transformational change examples, and confirming your readiness to proceed. Conducted with a senior LII assessor with executive leadership experience.
-
Portfolio & Evidence Build
You compile your Capability Evidence Portfolio spanning the 60-month evidence window, obtain board-adjacent feedback (CEO, MD, Chair, or equivalent), document your transformational change initiative with 6+ months post-implementation data, and complete your strategy authorship account. LII provides an evidence framework and access to a senior evidence advisor. Most candidates complete this in 14–18 weeks.
-
Independent Assessment & Panel
Two senior LII assessors with executive leadership backgrounds review your full submission. The panel conversation — typically 90 minutes — is a rigorous peer-level exchange: your strategic thinking is tested through the evidence, and your ability to operate at the intersection of strategy, culture, and governance is assessed in depth.
-
Certified & Verifiable
Successful candidates receive CSL certification, issued via LII Digital Passport — independently verifiable at verify.lii.institute. CSL signals verified strategic leadership capability to boards, executives, and governance bodies.
Your CSL Digital Passport
CSL certification creates a permanent, employer-verifiable credential on the LII Digital Passport — confirming CSL-level strategic leadership capability to any organisation that requires it.
Illustrative demonstration — not a live certification record.
Ready to Certify Your Strategic Leadership?
CSL is for leaders whose strategic decisions shape the organisations they lead. If you have authored direction, led transformation, and can provide board-adjacent evidence — LII can verify it.
Why this credential can be trusted
